The Ontario IESO (Independent Electricity System Operator) has stated the timelines in their LT1 RFP Procurement Documents. These dates are also reflected on the Langmaid Energy Storage website.

At the public community meeting (September 20, 2023) concerns were raised by residents that all in attendance had not received any kind of contact until September 2023, and some not at all, despite the website claim that contact began in May. In the Plus Power community engagement plan they share that notices were mailed out at least 15 days prior to the meeting.

Very few (seven) residents or community members were in attendance for the presentation and question period. Those present were concerned that adequate contact was not provided for a rural community. There are no phone numbers provided by Plus Power leaving residents and community members who do not have access to internet, very limited or no means by which to voice their concerns or comments should they not have been available to attend this meeting.

We have been unable to locate community or public service announcements regarding this meeting on the municipality of Clarington’s website or Facebook account. We have reached out to the Municipality of Clarington (clerk and planning department) to verify if a notice was put out and they confirmed that there are no notices from them. We requested at the meeting that Plus Power provide a copy of the notice provided. They provided a copy on October 6, 2023 of the notice in Clarington Weekly September 7, 2023.

We were unable to locate a public notice for this event in DurhamRegion.com. We believe it is not searchable or locatable because it was posted as an advertisement rather then in a news or event category. Despite difficulties in locating a public notice for this proposal, we easily located notices for the two other proposals Plus Power are submitting here and here. It does not go unnoticed that Plus Power has used a different strategy in our community to technically meet the IESO’s requirements, while not notifying the public in a manner which in good faith takes into account Greenbelt protected need to notify.

“The IESO reserves the right to accelerate or postpone any of the dates set out above and to add to, eliminate, or re-order any of the steps set out in the Schedule. The IESO may amend the Schedule from time to time by Addendum, which will be posted on the Website.”

If awarded the point, Plus Power has proposed the following timeline:

Engineering, Design, & Approvals. Obtain local and provincial permits, complete interconnection assessment and agreements with transmitter and system operator

Anticipated construction start
